Course Description: 700 Introduction to Property/Asset Management
INSTRUCTOR: Arlene Howard, SR/WA, BA is a seasoned professional with over 30 years of experience in the oil and gas industry and the Ontario Land Registration System. She became IRWA-certified in June 2015 and earned her designation as an IRWA Instructor in 2025 PEAK Instructor Training. Arlene has worked with Enbridge Pipelines since 2011, with a previous tenure from 1994 to 1997. Prior to that, she spent 14 years at Teranet as a Senior Title Certification Analyst/Advisor. Her roles at both organizations deepened her expertise in Ontario title complexities, where she conducts legal research on the legal, historical, economic, financial, and political uses of land and associated rights for various projects and proposals. She has served as a Lands Representative on several major pipeline projects, contributing in a range of capacities. Earlier in her career, Arlene served in the Canadian Armed Forces, with multiple postings including a notable assignment at Canadian Forces Station Alert near the North Pole. Arlene holds a Bachelor of Arts degree from Queen’s University, with a concentration in History and Business Law. Her academic focus also included the Sociology of Minority Groups, specifically Residential Schools in Canada. She earned a Diploma in Business Legal Assistance from St. Lawrence College, where she was awarded the Governor General’s Award for Outstanding Academic Excellence. During her studies, she served as a peer tutor for ESL students and provided legal research support. Arlene began her IRWA journey in 2011, completing her certification in 2015. During this time, she actively volunteered as a Course Coordinator and Assistant to the Education Chair for IRWA Chapter 29. Outside of her professional life, Arlene enjoys cycling, paddleboarding, skiing, volleyball, and traveling. She is also an active volunteer with her local Optimist Club.
George William Christian, Jr., SR/WA retired as the Director, Real Estate for Duke Energy in December 2016 after almost 39 years with the largest investor-owned electric utility in the country. His team was responsible for the acquisition, management, and disposal of property and property rights (including all rights-of-way) for the franchised electric and gas business units in a seven-state area. These opportunities included nuclear, fossil, solar and wind generation sites as well as coal ash repositories, cell tower sites, substations, distribution centers, warehouses and major office needs. His team also negotiated, executed and managed all leases for corporate and business unit needs; land and/or buildings. Bill has a variety of experience within Duke Energy. He began his career working in Customer Services and Billing. He has also worked in Marketing and Distribution, holding many leadership positions and living in several S.C. and N.C. communities. He led the startup of a facility management effort eventually managing the Duke Power non-plant facilities in North Carolina prior to joining Real Estate Services. Bill holds the SR/WA professional designation from the International Right of Way Association and has held every officer position in Carolinas Chapter 31, including President and International Director. Bill is also a qualified CLIMB instructor within the IRWA focusing on Property Management and Communication / Negotiating topics. He served on the International Professional Development Committee representing Region 6. He now serves as a volunteer ethics officer. Additionally, Bill has a B.S. degree in Accounting from Clemson University and MBA from the University of North Carolina at Charlotte. He also holds a Certified Facility Manager (CFM) designation earned through the International Facility Management Association.
