Course Description: 304 When Public Agencies Collide
INSTRUCTORS:
Brian Taylor, B.A. , SR/WA, AACI, is the National Real Property Manager for Natural Resources Canada. His portfolio of properties includes a wide variety of office, laboratory and research sites in some remote extremes of Canada. He has over 20 years experience working on behalf of the Government of Canada including Commercial Lease Negotiation, Acquisition & Disposal of real property, Valuation & Appraisal, Portfolio & Asset Strategies, and Investment Analysis. In addition to his day to day professional experience, Brian has been teaching Real Estate and Right of Way education, along with Leadership and Communications training across Canada and around the world. Active in a variety of committees and roles, he is a past Region chair for Western and Northern Canada, and is a member of the executive team for the Canadian Right of Way Education Foundation.
Carol Myers Having over forty-five years of experience in real estate brokerage, appraising, appraisal review and teaching. Carol had twenty-five years of service with the Pennsylvania Department of Transportation specializing in right-of-way (project scoping, appraisal/appraisal review, and organizational management). While at PennDOT, she coordinated and implemented program planning, regulation and policy, and training development to assure consistency and effective delivery of transportation projects on a statewide basis. Throughout her time with PennDOT she provided technical assistance and guidance to field staff, co-workers, and business partners, and authored or co-authored procedural and course manuals. After retiring from state government her right-of-way experiences expanded by working for an engineering firm as the Department Head for Real Estate Services, and now with Appraisal Review Specialists . This led to working on utility projects under the jurisdiction of the Federal Energy Regulatory Commission, Public Utility Commissions, working with other state Departments of Transportation as well as land developers. Carol has also provided expert testimony in state proceedings. She has assisted with course development and is a certified instructor for the National Highway Institute. She is a member of the International Right of Way Association “ IRWA”, Chapter 9 of Philadelphia; and is an IRWA “CLIMB” certified instructor. She is currently the President of IRWA Chapter 9-Philadelphia, the Education Chairperson, and has served as the Secretary. Ms. Myers is a graduate of California University of Pennsylvania with a B.S. degree in education and holds professional certifications as a general real estate appraiser in Pennsylvania, Delaware, Virginia, Maryland, and West Virginia.
