Course Description: 235C Canadian Oil and Gas Overview

Target Audience This course is appropriate for acquisition specialists, engineers and surveyors, property and asset management specialists, environmental specialists, public agency representatives, and project managers involved in oil and gas projects.

INSTRUCTOR:

David W. Sinclair, SR/WA, has worked in the right of way profession for 46 years and is presently an independent consult supporting an energy client based in Houston, TX.  Mr. Sinclair, recently served as a Sr. Project Manager for Paragon Partners, Ltd and was President of Steele Land Services. He also served in various executive positions for ENGlobal Corporation and its predecessor company, and worked at Enron for more than 16 years serving as their Director of Right of Way until January of 2001. Prior to joining Enron in 1984, he was an independent consultant, performing land and right-of-way acquisition in various regions throughout the country. Mr. Sinclair is presently a Trustee and past President of the Right of Way International Education Foundation, an IRWA instructor, a member of the Pipeliners Association of Houston. He is also a member if IRWA Chapter 8, past Chair and current Treasurer of the IRWA Oil & Gas Pipeline Committee, Past President and Professional of the Year of IRWA Chapter 8, and a past Chair of the Southern Gas Association (SGA) Roundtable.
 

Graham Biletski is a seasoned land professional with more than 25 years of progressive experience across the energy, utilities, and pipeline sectors. He currently serves as Specialist, Land (Lead) with SaskPower, where he provides subject matter expertise in strategic and operational land functions and supports the development, interpretation, and administration of corporate land policies, processes, and business initiatives. Known for his collaborative approach and strong relationship‑building skills, Graham plays a key role in aligning organizational land strategies with broader corporate goals.
Graham’s career spans senior roles in land, right‑of‑way, corridor management, public awareness, and damage prevention with organizations including the Government of Saskatchewan, SaskEnergy, Alliance Pipeline, TransCanada Pipelines. His experience includes leading multidisciplinary teams, coordinating complex land and ROW programs, conducting regulatory and safety audits, negotiating land agreements, and guiding stakeholder engagement initiatives with landowners, government officials, Indigenous communities, and industry partners. He has also contributed nationally through leadership roles on CCGA committees, best‑practice task forces, and public awareness and damage prevention working groups.
As a Senior Right of Way Professional (SR/WA), Graham brings both technical depth and practical, field‑tested knowledge to his instruction. His broad background also includes emergency management, SCADA system operations, pipeline construction oversight, incident investigation, regulatory compliance, and program development within integrated management systems. He is recognized for his analytical strengths, clear communication style, and ability to translate complex processes into practical application for diverse audiences.
Graham is certified through the IRWA PEAK Instructor Development Program and holds numerous professional credentials including Prosci Change Management Practitioner, HSMS, ICS, Ground Disturbance Level II, and Construction Inspection Levels I–III, among many others. His education includes an Industrial Mechanics (Millwright) Red Seal Endorsement (RSE) and a Human Resources Certificate, further supporting his balanced expertise in technical operations and organizational leadership.

With over 15 years of experience in Lands and Right-of-Way within the oil and gas sector, Alek Dupras has a strong track record supporting both operations and major projects across Canada. In his current role as Senior Advisor, Lands & ROW at Enbridge, he leads complex land initiatives, including negotiating agreements, managing stakeholder relationships, and representing the organization in regulatory matters, particularly the Canada Energy Regulator.
Alek take pride in collaborating with the professional community of the industry and contributes to a high-performing team environment, while promoting a strong culture of pipeline safety and right-of-way awareness.
