The purpose of this course is to provide IRWA members and infrastructure professionals with current knowledge and skills required for wind energy land rights and acquisition. Throughout the course, the terms infrastructure professional and agent are synonymous. At the conclusion of this course, you will be able to:
• Identify and describe five energy classes and four green energy types;
• Describe three means of generating wind energy;
• Explain the sequence of constructing a land-based wind farm;
• Prepare a Personal Get Started Plan (PGSP);
• Understand the unique elements of permitting a wind project;
• Explain the purpose and structure of Lease Options Agreements (LOAs); and
• Learn tips for presenting a project proposal to a local public agency.
• Familiarize participants with the types of energy and the metrics for comparing energy types;
• Present the history, advantages, and disadvantages of wind energy;
• Focus on aspects of wind energy right of way acquisition that differs from other infrastructure right of way work; and
• Provide participants with a valuable reference document.


INSTRUCTORS:
William Busch, SR/WA is a certified CLIMB Instructor for IRWA 100,200 and 300 series courses and the SRWA Study session. He has instructed in classrooms across 22-states and delivers courses through virtual platforms. He co-authored course 304, When Public Agencies Collide. He was the 2006 Region 1 Professional of the Year, a Lifetime Achievement Award winner, and 2012 Frank C. Balfour Professional of the Year. He has published several articles for Right of Way Magazine and the Journal of Public Works. He been called upon to serve as seminar speaker for multiple conferences. Bill served on executive boards for Chapter 11 San Diego (Past President), and Kentucky Chapter 25 (PDC and Ethics), and is currently active in Chapter 31, Region 6. He is past International Chair of the Public Agency Committee. He was employed 16 years by the U.S. Forest Service, 8 years in secondary education as a private school instructor, and 19 years with the San Diego County Water Authority, advancing to Director of the Right of Way Department prior to retirement in 2011. He is now an independent contractor in Kentucky and South Carolina with expertise in all aspects of right of way acquisition. He has served as an expert witness in Eminent Domain proceedings.
 
Mary Anne Marr, SR/WA is the Director of Real Estate for Consumers Energy, a Michigan based utility providing electric service to 1.8 million customers and gas service to 1.7 million customers.  Her responsibilities include acquisition, management and disposition of all real estate holdings.  With over 30 years in the real estate profession, Mary Anne has been involved in multiple large-scale real estate divestitures, acquisitions and infrastructure projects.  Mary Anne is a Certified General Appraiser in the State of Michigan.  Mary Anne has been involved in IRWA leadership, serving at both the chapter and regional level and is also a past International President of the International Right of Way Association.   
 
Douglas (Sandy) Grigg, SR/WA is a consultant specializing in public sector real estate and related management services  for the past 6 years and previously worked in the real estate field for Ontario Power Generation, formerly Ontario Hydro, for over 30 years. His background includes the full spectrum of real estate activities such as, appraisal, acquisition, property and asset management, disposal, leasing, environmental, project planning and assorted management functions.  His experience includes alternative dispute resolution, First Nations negotiations, utility, municipal, provincial and transit infrastructure projects.  He is the past chair of the IRWA’s International Professional Development Committee and served as the  IRWA International President in 2009-2010.
