INSTRUCTOR:
Fred Walasavage is a senior environmental protection specialist for the Bonneville Power Administration in Portland, Oregon and has been working directly in the environmental field since 1985.  He currently serves as the Program Manager for Environmental Land Actions within Bonneville.  His responsibilities include conducting all levels of environmental site assessments, conducting compliance audits, negotiating environmental issues on real estate transactions, preparing National Environmental Policy Act (NEPA) documentation, conducting biological assessments, acquiring regulatory permits, providing oversight on cultural resource assessments, and general project management.  Given that his service area includes six states; Fred has thorough understanding of the many variations in Federal and state environmental requirements as they relate right-of way projects.  Fred is a designated “Environmental Professional” as defined by the U.S. Environmental Protection Agency for the purposes of conducting Phase I Environmental Site Assessments.  He has conducted over 500 Phase I assessments for Bonneville.  Prior to Bonneville, Fred worked as an environmental planner for the U.S. Army corps of Engineers.  Fred has served as an active instructor for IRWA since 2005 specializing in the environmental series courses.  He has been actively involved in the development of the IRWA environmental course curriculum since 2000 and serves as an IRWA subject matter expert.  In addition, Fred instructs annual environmental training sessions within Bonneville. He has twice served as the Chair of the IRWA International Environment Committee, past Region 7 Chair, and past IRWA Chapter 3 President.  He has received the Chapter 3 and Region 7 “Professional of the Year” awards as well as being a finalist for IRWA’s Frank C. Balfour “Professional of the Year” Award.  Fred has a Masters Degree from California State University, Chico and a BS Degree from Unity College, Unity Maine.
