Course Description: C100- 2-DAY- Principles of Land Acquisition 

 

 

INSTRUCTOR: 

Wayne L. Goss, SR/WA, R/W-NAC, received his Bachelor’s degree in Agriculture/Business from Northwestern State University in Natchitoches, Louisiana. Wayne retired in mid-2016 as Senior Property Management Specialist for the City of Shreveport, Louisiana, a position he held since 1990. He was responsible for the acquisition of required property rights, Uniform Act relocation assistance, and property management for the City’s administrative & capital projects.
Prior to joining the city, Wayne served with the Louisiana Department of Transportation & Development as a property acquisition, relocation assistance and property management agent for over five years during the right of way acquisition phase of the Interstate 49 project in Louisiana.
Mr. Goss is an active member of IRWA Region 2, has been a member of and held all chapter offices in Chapter 75, Shreveport, LA, is currently a member of south Louisiana chapter 43 and holds Associate memberships in chapters 51 in Little Rock, AR and chapter 36 in the Dallas/Ft. Worth, TX area. He is former Chair of the IRWA’s International Local Public Agency Committee, as well as past Region 2 Chair. Wayne's most recent service to the organization was as 2015-2016 IRWA International President.
