Course Description:   303 Managing the Consultant Process

INSTRUCTOR:
Leslie D. Finnigan, SR/WA is Universal Field Services Vice President, Western Region, responsible for Business Development and Project Management for the States of Oregon, southwest Washington, Idaho, and California. She is the principal real estate broker for Universal in Oregon and California. Leslie began her career in right of way in 1986 with Oregon Department of Transportation and also worked for a local public agency before joining Universal Field Services in 1998. Leslie has had an active career in both acquisition and relocation on projects throughout the Western Region, though most recently has been providing project management and corporate oversight for projects in the Region. She became active in IRWA in 1987 and has held a variety of leadership positions including Chapter officer, Region Chair and Vice Chair and a member and Chair of the International Public Agency Committee. She was named Chapter 3 Professional of the Year twice, Region 7 Professional of the Year in 2013 and was a Balfour Finalist the same year. Leslie is currently a trustee on the Right of Way Education Foundation.
