Hello! I am Noelle Hoelsken. I am a member of Chapter 6 in Denver, Colorado and I am the Secretary of the IRWA Young Professionals Group. I am a Land Acquisition Agent for Stanley Consultants, an engineering firm in Centennial, Colorado. One of my favorite things about being a Young Professional in the IRWA is the opportunity to grow not only in your own profession, but to help others as well! Sarah Williams, RWA joined the IRWA in 2016 and currently serves as Chapter 27’s Treasurer, Newsletter Editor, Young Professionals committee leader, Website maintainer, Education Co-Chair and is a Region 1 Co-Chair of the Young Professionals Committee. In 2018, Sarah was a finalist for the Young Professional of the Year award at the International level, was awarded Young Professional of the Year at the Region level, Member of the Year for Chapter 27, and took home Newsletter of the Year at the Region level for Chapter 27.

Sarah has 15 years of combined experience between residential Real Estate and Right of Way. Sarah has a Bachelor's Degree from CSU Sacramento majoring in Criminal Justice. She earned her California Real Estate Salesperson's license in 2017. As a Right of Way Agent for Interwest Consulting Group, Sarah has performed acquisition tasks on a variety of projects, including utility, transportation, infrastructure, water, bridge, and affordable housing. She has also worked, in a staff augmentation role, directly within the City of Elk Grove to provide direct Real Estate support to the Public Works Department. These projects have enabled her to learn about various right of way processes, including easements, partial acquisitions, full takes, relocation services, and conservation easements.

Conner McDonald, SR/WA is a Right-of-Way Consultant working on projects throughout California and Nevada. Conner’s practice in the real estate and right-of-way industry has spanned 15 years, providing services to Public Agencies, Utilities, Non-Profits, and Educational Institutions. With specialties in land rights, negotiation, acquisition, condemnation, and land management, Conner has provided advising and consultancy to clients on a diverse array of projects, from transportation to flood control, including The California High-Speed Rail Project, The Feather River West Levee Rehabilitation Project, PG&E’s Community Pipeline Safety Initiative, and various land management, road widening, utility, and pipeline projects throughout Sacramento, Yolo, El Dorado, Placer, Nevada, Sonoma, Sutter, Yuba, and Butte Counties. Conner has served with the IRWA since 2012, and is currently Secretary of Region 1 and Vice-Chair of the International Public Agency Committee. Callie Howard, R/W-AC is a Senior Appraiser for CBRE Valuation & Advisory Services since 2018. She has been involved in the Right-of-Way specialty practice for more than 8 years throughout the States of Arkansas, Oklahoma, and Texas. She has worked extensively with large scale right-of-way infrastructure projects which included the valuation of fee simple and easement estates for proposed and existing pipelines, proposed electrical transmission line projects, proposed roadway expansions, and public utility lines. Ms. Hoawrd has been the YP co-chair for Region 2 since 2018 and is also a member of Chapter 8 where she was the 2018 Young Professional of the Year for the Gulf States Chapter. Ms. Howard is a proud first generation graduate of Texas A&M University with a Masters of Real Estate from Mays Business School and Bachelors of Science in Agricultural Science from the College of Agriculture and Life Sciences. Outside of her career in commercial real estate and right-of-way, she enjoys spending time with her family, nephews, watching baseball and rodeo, her grouchy blue heeler and now her fiancé, Brad.

I am Nikki Patterson. I am a current member of IRWA, and I was the Young Professional of the year for Chapter 33 for 2017-2018 and Young Professional of the Year for Region 2 in 2018. I have over 6 years of professional experience in the right of way profession working as an Acquisition Agent for Universal Field Services, Inc. located in Tulsa, Oklahoma. I have a Bachelor’s degree in English from Northeastern State University. One of my favorite things about being a Young Professional in the IRWA community is being able to motivate other young professionals. I am passionate about continually educating myself, so I may play a part in helping others grow and learn in their profession. It is rewarding to watch others learn, participate and get more involved within the IRWA and right of way industry. I aspire to one day be that mentor that others look up to, so that I may inspire, educate, influence and encourage others in a positive manner.

I am Kelsey McGregor, the Young Professional’s Representative for Chapter 72 and Region 3. I have been a member of the IRWA since 2017. I am a Course Coordinator and actively working towards my RWA designation, along with building membership in South Dakota. I currently work for HDR, Engineering in Sioux Falls, SD as a Right of Way Agent; providing Real Estate Services for local municipalities and government agencies in various sectors such as Power, Transportation, Water and Utilities. Amanda Vande Voorde here, Region 3 YP committee chair and President Elect for Chapter 41 (Iowa). I have been an IRWA member since 2016 and in the right-of-way industry for about 8 years. I work for my local municipality, the City of Cedar Rapids, as an Acquisition Agent. My primary responsibilities include acquiring land/rights for major infrastructure projects like roadways, sewer projects, and recreational trails. Since getting involved in the IRWA I have been the lucky recipient of the Alan D. Wurtz Scholarship and one of the 40 for 40 Scholarships. I currently have my RWA designation and thanks to the financial support of scholarships, I am on course to receive my RWP & SR/WA in the next year.

Tiara McCray is currently working as a Real Estate Specialist for the Maryland - Montgomery County Department of Transportation (MCDOT). She has been involved in the Right-of-Way field for more than five (5) years working in both Maryland and North Carolina. Before joining MCDOT, Ms. McCray worked extensively with the North Carolina Department of Transportation to acquire property interests and provide relocation services for large transportation improvement projects. During her tenure, she also began handling the surplus inventory resale for her region. Ms. McCray is a proud alumnus of the North Carolina Agricultural and Technical State University receiving a bachelor’s degree in Science in Agricultural Economics and Agribusiness. Having joined the IRWA just last year, Ms. McCray currently serves as Chapter 14’s Assistant Treasurer/Secretary and is the Region 4 YP representative.

I am Travis Carmack, SR/WA with Emerald Energy and Exploration Land Company serving as a Senior Right of Way Agent. I began my career in October of 2007 with the Kentucky Transportation Cabinet as a Right of Way Agent Intern and served 6 ½ years as a Right of Way Agent for the cabinet. Joining the private sector in 2014, I have had the opportunity to expand my horizons and learn from professionals in my field. In doing so I have earned my designation as a Senior Right of Way Profession in the IRWA. Katie is currently the Young Professional Chair for Chapter 29 as well as for Region 8. Katie is a Senior Analyst in Valuation and Advisory Services at Colliers International, located in downtown Toronto. Katie assists with the valuation of various types of properties for acquisition, expropriation, litigation, financing etc. She graduated from Ryerson University in 2018 and is in the process of obtaining accreditation as an appraiser (AACI).

Clarissa is one of the Young Professionals representatives for Chapter 29 and Region 8. Clarissa is presently a Real Estate Coordinator with the City of Brampton and specializes in property assessment and valuations. As part of the team at the City of Brampton, she has been able to utilize her studies with cash-in-lieu of parkland payments, valuation reports, acquisitions, disposals, negotiations between developers/land owners, and liaising with internal City departments, public and private agencies on real estate matters and various types of agreements/inquiries. She currently holds the AIMA designation with the Institute of Municipal Assessors and is a candidate with the Appraisal Institute of Canada to pursue her AACI designation of becoming both an accredited appraiser as well as a more versatile real estate professional. Clarissa maintains a strong network of real estate professionals and is excited to get young people involved within this organization and the real estate industry at large.

I am Tom Clark, MPA, 2019-2020 Treasurer of Chapter 6 in the Mile High. I work for the third largest municipality in Colorado: the City of Aurora. I am an acquisition agent specializing in water utility projects. I greatly enjoy the opportunities the Young Professionals Group presents for younger members. I found the Right of Way profession after working as a Realtor in Denver with Coldwell Banker as well as part-time work as a Paralegal. The combination of law, real estate and engineering was an ideal fit for me. I am a strong believer in the importance of the ethical, safe and effective development of public infrastructure.
