Cyndi Whelpley, SR/WA started her right of way career with Caltrans in 1992 after graduating from San Diego State University with a bachelor’s degree in Public Administration. She moved to Washington state in 2000 and worked for Puget Sound Energy & Washington State Dept. of Transportation and is currently a Senior R/W Agent with Universal Field Services, Inc. working as a consultant to local public agencies. Cyndi has also served in the U.S. Naval Reserves with Seabee battalions in the Pacific Fleet, NAS Whidbey Island VR-61 squadron and with the Vice Admiral of the Naval Reserve. She has earned a Master’s degree in Organizational Leadership from Brandman University, completed the University of Washington’s Project Management Certification program and a CLIMB Certified Instructor. Cyndi has been an IRWA member for 19 years and holds the SR/WA designation as a member of Chapter 4 in Bellevue, WA. She has served on the International Transportation Committee, International Electric & Utilities Committee, and the International Nominations & Elections Committee. Cyndi is a past recipient of the Chapter 4 Professional of the Year award and a 2018 Balfour Award Finalist. Currently, she serves the IRWA as Region 7 Vice Chair.
