Course Description: 431 Problems in the Valuation of Partial Acquisitions
INSTRUCTOR: Joel Walker SRWA has worked for the Nebraska Department of Transportation (NDOT) for 15 years as a Right of Way Appraiser. He also worked for the United States Army Corps of Engineers (USACE) for 5 years as a Review Appraiser. He has developed appraisal reports from simple to very complicated assignments. These include easements, fee simple, leases, licenses, and other partial and total acquisitions. Other assignments have included out-grant assignments of both partial and full out-grant. Joel has provided testimony in condemnation proceedings for State Highway Projects. Joel has also served as a Relocation Agent at both NDOT and USACE. Joel has been retired since June 2020 and likes to go fishing and golfing. Joel is licensed by the Nebraska Appraiser Board as a Certified General Appraiser. He has been a member of IRWA Chapter 78 since 1998, served in all Chapter Offices except secretary, including two terms as Chapter President. He obtained his Senior Member Right of Way Association (SRWA) in 2004. Joel received Chapter 78 Professional of the Year in years 2004 and 2007. Joel earned a bachelor's degree in Industrial Technology from Berea College, Berea Kentucky. Joel also served in the United States Navy and Navy Reserve and retired from the Navy Reserve in 2003 at the rank of Commander.
