Course Description: 303 Managing the Consultant Process
INSTRUCTOR:
William Busch, SR/WA, is an independent right of way consultant now living in South Carolina. His career has included assignments in CA,OR,AK,KY and SC, and multiple agencies including Director of Right of Way for the San Diego County Water Authority where he supervised the acquisition, survey, and property management sections, and Deputy Land Staff on the Fremont National Forest in Oregon.
Bill is currently in Chapter 31 Region 6, is a certified CLIMB Instructor who has taught in 22 states, and is active in delivery of IRWA courses on Virtual platforms. He served on executive boards for Chapter 11 San Diego (Past President), and Kentucky Chapter 25 (PDC and Ethics). He is past International Chair of the Public Agency Committee and, with his wife Marjorie, developed international affiliates (IKT) in western Europe.
He was the 2006 Region 1 Professional of the Year, a Lifetime Achievement Award winner, and 2012 Frank C. Balfour Professional of the Year. He has published several articles for Right of Way Magazine and the Journal of Public Works. Prior to coming to the Water Authority, he was employed 16 years by the U.S. Forest Service and 8 years in secondary education as a private school instructor.
