Course Description: 802 Legal Aspects of Easements
INSTRUCTOR:
Lora Gunter, J.D., SR/WA has had many roles in her two decades of service in the right of way industry. Presently, she is the Vice President of Right of Way for LJA Engineering where she oversees statewide right of way operations and assists her team with condemnation-related responsibilities on projects. Among her other roles, she served as the Right of Way Project Delivery Director for the Texas Department of Transportation (TxDOT), where she oversaw the department’s statewide right of way acquisition portfolio. In addition, she implemented the policies and procedures for right of way project delivery activities, including oversight of right of way acquisition manuals, managing the local public agency program, and developing TxDOT’s Advanced Acquisition policy in accordance with federal and state law. Lora oversaw the Right of Way Division legal group, which was responsible for the compliance and interpretation of federal and state laws, rules, and regulations (including the Uniform Act). Lora has experience working in TxDOT’s Fort Worth District where she oversaw the right of way, utilities, and survey sections and was directly involved in the project development process. Lora has a legal background as a licensed attorney and formerly represented TxDOT in eminent domain matters across the state as a State of Texas Assistant Attorney General in the Transportation Division. There she gained ample experience in the eminent domain process, engaging in numerous Special Commissioners’ Hearings, jury trials, and appellate cases.
