Course Description: 403 Easement Valuation
INSTRUCTOR: Steve Parent has a broad-based background including engineering, program management, project management, business development, strategic planning, commercial brokerage, real estate investment, commercial lending appraisal and property management. Steve has managed right of way and/or appraisal contracts for California High Speed Rail, Ben Franklin Transit, City of Bend, AK DOT, Oregon DOT, Washington DOT, Idaho Transportation Department (ITD), New Mexico DOT, Utah DOT, Caltrans, Federal agencies (DOI/AVSO), the San Diego Association of Governments (SANDAG), City of Idaho Falls, San Diego Gas & Electric, North County Transit District, Southern California Gas, Southern California Edison, City of Santa Ana, City of Los Angeles, the Los Angeles Department of Water and Power, Riverside County Transportation Commission, and Sacramento Municipal Utilities District, to name a few. His appraisal experience involves right-of-way valuation projects, partial acquisitions including fee, permanent, and temporary easements, and property types including retail, office, industrial, multi-family residential, single family residential, mixed-use, agricultural, railroad corridor, telecommunications, renewable energy, UASFLA (Yellow Book). In the last ten years, Steve has managed and appraised more than 2,500 properties affected by public projects including: transportation, heavy / light / high-speed rail, gas transmission, electric transmission, water transmission, flood protection, telecom, and renewables. He also has extensive appraisal review experience having completed more than two hundred appraisal reviews, been declared as an expert witness, been deposed, and testified at trial. Steve is an active speaker on topics related to right of way appraisal, acquisition, and land valuation.
