Course Description: 304 When Public Agencies Collide

INSTRUCTOR:

LaChelle Coffey, SR/WA, R/W-RAC, has worked in the right-of-way industry since 2000, receiving her R/W-RAC in 2009 and her SR/WA in 2010. Her experience spans many disciplines in the right-of-way industry, including project management for acquisition and relocation services for light rail, high-speed rail, highway transportation, electric and gas distribution and transmission utility projects.

Her work history includes acquisition and relocation contract project management with the Colorado Department of Transportation, Arkansas Department of Transportation, the Regional Transportation District Eagle P3, Xcel Energy Public Service Company of Colorado, the Urban Land Conservancy and various other Local Public Agencies throughout the country.

LaChelle is a IRWA PEAK certified instructor. She currently serves as Education Chairperson for IRWA Chapter 6 and is the Program Administrator for the Urban Land Institute's Real Estate and Diversity Initiative (REDI) program in Colorado.

 

Conner McDonald – SR/WA is a Project Manager with CMD West, providing real estate and right-of-way services on projects throughout California and the Western States.  Throughout Conner’s career in infrastructure real estate, he has worked with public agencies, utilities, non-profits, and educational institutions, overseeing all aspects of project delivery and land management, including project planning; valuation; negotiation; condemnation; relocation; and property management, on a diverse array of projects from high-speed rail and transportation, to water storage and flood control. Conner has served with the IRWA in past roles as Chapter President, International Public Agency Committee Chair, and Young Professionals Committee Regional Representative. He is currently the IRWA Region 1 Vice Chair, member of the IPEC Instructor Development Subcommittee, and Past Recipient of the Region 1 Professional of the Year Award.
