Course Description: 303 Project Management (Initiate to Close) and the Consultant Hiring Process
INSTRUCTOR:
William Busch, SR/WA is a certified CLIMB Instructor for IRWA 100,200 and 300 series courses and the SRWA Study session. He has instructed in classrooms across 22-states and delivers courses through virtual platforms. He co-authored course 304, When Public Agencies Collide. He was the 2006 Region 1 Professional of the Year, a Lifetime Achievement Award winner, and 2012 Frank C. Balfour Professional of the Year. He has published several articles for Right of Way Magazine and the Journal of Public Works. He been called upon to serve as seminar speaker for multiple conferences. Bill served on executive boards for Chapter 11 San Diego (Past President), and Kentucky Chapter 25 (PDC and Ethics), and is currently active in Chapter 31, Region 6. He is past International Chair of the Public Agency Committee. He was employed 16 years by the U.S. Forest Service, 8 years in secondary education as a private school instructor, and 19 years with the San Diego County Water Authority, advancing to Director of the Right of Way Department prior to retirement in 2011. He is now an independent contractor in Kentucky and South Carolina with expertise in all aspects of right of way acquisition. He has served as an expert witness in Eminent Domain proceedings.
